Cuts put 13,000 NHS jobs on the line, says union
There are nearly 13,000 NHS jobs so far "at risk" of redundancy as the health service embarks on a huge efficiency savings programme, according to the GMB union . The health service total, which are based on data provided by fellow public services union Unison, comes as the number of local authority jobs "at risk" in the UK edges up 165,172 - up over two thousand in a week. . The NHS job loss figures, in common with those from councils, are compiled from formal HR1 redundancy notifications issued by employers. The local authority figures suggests the rate of increase has slowed over the past week. Some 297 councils, and police and fire authorities have declared their hand so far, with over 200 local authorities yet to declare how many posts they are likely to shed. The GMB says the number of jobs at risk at other public bodies, including 2,500 the Ministry of Defence, and and 3,000 at the Environment Agency, amount to 6,208. This amounts to a total of 184,073 public sector jobs currently under threat, it says. This "other public bodies" category is based on statements by employers, rather than HR1 notifications. For a discussion of how robust the GMB figures may be as an index of likely job losses, see this blog post I did earlier. The GMB adds this explanation of how it has compiled the figures below: "Under the Trades Union and Labour Relations (Consolidation) Act 1992 employers are required to give the secretary of state for Business, Innovation and Skills an advance (HR1) notification of potential redundancies and to send copies to recognised trades unions. Section 6 of the HR1 form sets out the number of possible redundancies and the date on the form triggers the 90 day consultation period. The information ... on the levels of posts under threat is mainly drawn from this source. Where possible GMB officers have sought to establish the difference between the number of posts that will be in a council in April 2014 compared with number of posts in summer 2010. Section 4 deals with timing of redundancies and the most common date on the HR1 forms is 31 March 2011. Many volunteers for redundancy have already left their employment. NHS data is sourced from Unison."
